TERMS OF USE

1. Legal Authority & Platform Purpose

The National Industry Information System (NIIS), hosted at slenterprises.gov.lk, is a digital platform under the stewardship of the Ministry of Industry and Entrepreneurship Development, Sri Lanka. The primary purpose of NIIS is to establish a centralized, authoritative national database of broad range of business enterprises including the manufacturing, agriculture, service, trading, and other lawful businesses in Sri Lanka falling within the scope of the Portal.

Data submitted through this portal is utilized by the Ministry, affiliated statutory boards, and state agencies for strategic economic planning, industrial policy formulation, sector-wise growth analysis, target subsidy/incentive distribution, emergency supply-chain management, and national decision-making.

3. Scope of Business Registration

Registration on the NIIS portal is available and authorized for any legally recognized business operating within Sri Lanka, including but not limited to:

  • Sole Proprietorships, Partnerships, and Private/Public Limited Companies.

  • Industrial Manufacturing & Processing Units (Micro, Small, Medium, and Large Scale).

  • Service Sector Enterprises, Software & Technology Providers, and Logistics Operations.

  • Wholesale, Retail, Import/Export, and General Trading Businesses.

  • Regional Craft, Cottage Industries, and Recognized Entrepreneurial Cooperatives.

4. Acceptance of These Terms

By creating an Account, registering an Enterprise, submitting information, accessing restricted functions, or otherwise using the Portal, the user acknowledges that the user has read and understood these Terms and agrees to comply with them. Where a person registers or manages information on behalf of an Enterprise, that person confirms that they are authorized to do so and have the necessary authority to submit the information.

5. User Account Creation & Responsibilities

  • Authorized Representative: Account creation must be performed by an owner, director, registered company secretary, or officially designated officer of the business entity.

Where the Registered User is acting for a company, partnership, proprietorship, organization or other entity, the Registered User is responsible for ensuring that the information submitted is authorized by that entity.

  • Accuracy of Information: The Registered User warrants that all information provided during registration—including Business Registration (BR) numbers, tax identifiers, contact details, operational capacity, and workforce statistics—is accurate, current, and complete.

Ministry may request clarification, supporting documentation or verification where reasonably necessary. The Ministry may correct, annotate, restrict, suspend or remove information where it is inaccurate, duplicated, fraudulent, unlawful, technically invalid or otherwise unsuitable for continued publication or processing, subject to applicable law.

  • Credential Security: Users are strictly responsible for maintaining the confidentiality of their login credentials (username, password, OTPs). Any action taken through an authenticated account shall be legally deemed as an authorized act of the registered business enterprise.

Users must not share passwords, permit unauthorized persons to use their Accounts, attempt to access another person’s Account, or circumvent security controls.

Users should immediately inform the Ministry or the designated Portal administrator if they become aware of suspected unauthorized access, loss of credentials or a security incident.

  • Duty to Update: Registered enterprises must update their profiles within thirty (30) days of any material change in business details (e.g., relocation, change in ownership, scale of operation, or cessation of operations).

6. Classification & Public Visibility of Enterprise Data

To balance statutory transparency with enterprise commercial privacy, data collected in the NIIS database is classified into two distinct tiers:

  • Tier 1: Public Directory Information (Visible to General Public) — Includes official Enterprise Name, Business Registration Number, Sector/Industry Classification, District/DS Division, Official Contact Phone Number, Corporate Email, and Official Website URL. This facilitates B2B linkages, trade opportunities, and verified public business searches.

Users should not assume that all information submitted to the Portal will be publicly visible. Information that is not designated for public display will be handled in accordance with applicable law and the Portal’s Privacy and Data Protection Policy.

The Ministry may determine, revise or discontinue categories of Public Information where reasonably necessary for public interest, enterprise promotion, transparency, security, legal compliance or system design.

  • Tier 2: Restricted & Confidential Data (Ministry & Government Access Only) — Includes detailed financial figures, annual turnover, investment scale, specific machinery details, raw material inputs, exact employee count breakdowns, utility consumption, and personal identity data (NIC/Passport numbers of directors/owners). This data is strictly restricted from public view and is exclusively used for aggregated government analytical models.

The Ministry will apply appropriate safeguards to information that is not intended for public disclosure, subject to applicable law, lawful information requests, audit requirements, court orders, statutory duties and other legal obligations.

Nothing in these Terms prevents the Ministry from processing or disclosing information where disclosure is required or authorized by law.
